Test Access

When the ILEC (Incumbent Local Exchange Carrier) supplie both services the ownership of faults on the service is clear. There is only one supplier and they own all the services and all the equipment.

Once a CLEC (Competitive Local Exchange Carrier) takes part of the service the ownership is still clear but the issue is proving which one is responsible for the fault.

Test Access is a physical switch of the circuit to a test head. The ILEC and CLEC may well have a test access point on the same line. This enables them to prove the fault quickly onto there own equipment or onto the competition.

Physical Copper Test Access can be fitted or retro-fitted into a number of locations depending on the customer. It is possible to fit access points onto handover frames, along cable paths, onto distribution blocks or onto the DSLAM itself.
